He has, and he is having an independent investigation done (aka by a third party group, not by anyone involved with the FIA) to figure out what exactly happened and how it can be prevented. So he is at least trying to do something.

In the gif of the crash posted earlier you can see the corner worker waving the green "all clear" flag at the corner. Considering the weather conditions, I don't have the SLIGHTEST idea why that corner was not neutralized with a yellow.

That was for after the crash. It does look like it is green for where the crash was but it is not. But really, it does not matter since none of the drivers slow down for yellows.

Yes it is. F1 drivers and pretty much every other racer would see it as for after the accident.

The corner was neutralized with a yellow. The green flag was symbolizing "all clear" and that the crash site had been passed. In the corners leading up to the crash site, yellow flags were waving to warn the other drivers that the caution was ahead.

Allow me to try to explain this with some terrible paint art. The confusion comes from the crash being near the seam between two separate zones on the course. There was a green flag, but it didn't apply to the corner, it applied to the section of the course after the corner (after the red line in my terrible drawing). When Jules went off he was still in the zone controlled by the double yellow flags located before the entry of the corner. He wasn't supposed to be at race pace until after passing the flag stand waving the green (crossing the red line)
